Odds are it's just flocking behavior. The school is probably turning to move in a new direction.

Other option is that a humpback whale is hurding them, but I think there'd be a bubble net if that was the case.

unless the fish are just doing that (and they may) it could be a thermal whirlwind, so to speak. Water should create a whirlwind effect naturally the sme way air does.

Certain fish species will do that in the presence of predators.

It would take quite a current, which is unlikely in open water, to affect fish like that.
