Bush wasn't Sworn in until Jan. 20, 2001. You might want to check your timeline.

John's got his timeline wrong (two years?), but the article says it clearly- Bush authorised warrantless wiretapping and domestic spying- both serious crimes regardless of context- well in advance of 9/11.
