When he gets to the ledge where the rope is anchored, he can't go higher without endangering himself. That's why cavers and climbers use rope; either to climb directly (cavers, and our stick figure), or as protection (belay) while climbing. The second usually requires a human belayer to control the safety rope and lock that rope in case of a fall.
