I am (perhaps surprisingly) inclined to believe that they simply want to test the draft system. The system was tested last in '98. Brushing it off every decade or so to make sure that (if it IS needed) it still works strikes me as quite possibly a good idea.

Done and Done. Except it was by political pundits, not a Senator. I don't have a reference for this, though. I think Media Matters reported it. Though the Muslim congressman's patriotism was questioned by another congressman.
