Short version: Rather than hire translators, or get anyone who speaks French to proofread, Veteran's Affairs just took volunteers to translate Vimy Ridge memorial plaques into French and didn't check their work at all. The first French speakers to see the plaques were people viewing the memorial, who noted the constant and obvious spelling and grammatical errors.
