Politicians hedge their words. This is as close as we'll ever get to this one. That said, you're right. Bush has never admitted to outing Valerie Plame. He has admitted that his staff did.
Well...why would he? It's a statement against interest being told to 240 million people. They're definitely going to shed as positive a light on things as possible, heh. And disclosing that "yeah, this was totally vindictive because we felt Wilson was screwing us" is probably a little too much honesty for national television.
