His previous record includes running the most unsafe mines in the country - with more than twice the normal accident and fatality rate. Well, then, how did he get the job of running mine safety for the whole country?
Bush personally appointed him, end-running the review procedure after the Senate rejected him twice on the grounds of incompetence.

Since no jobs requires skills, talent, or paying attention, any candidate is as good as any other candidate.
As such, all candidates are chosen based on personal friendship, ideological purity, and contributions to the Republican party.
"competency" is never given any consideration, at all.
