I guess there are different attitudes at work here, but in 'perfidious albion' going into the yellow box junction when your exit is not clear is considered naughty, so this sort of gridlock shouldn't happen.

Apparently the most commonly violated law in New York city is the anti-gridlock ordinance.

The original commentary was in Portugese, which, as my seventh language[1], is a little rusty, but I'm pretty sure it said something about a malfunction in the traffic light. Still naughty, but a little easier to manage.


[1]: By which I mean, "I can sometimes read some of it if the words involved are close enough to Spanish or French."
