According to what I know of the photo's provenance (see chiaspod for more info), it's unlikely. Though I too was hoping that the intention was subversive.

There certainly wasn't the knee-jerk revulsion of modern times.
But I think quite a few people were pleased to see him get his nose snubbed at the games, much like most would delight in any bully coming out the loser in a contest.

But 'no' in the "You're doing something everybody thinks is kind of jacked up and we're kind of all pissed that you got the Olympics revenue this year so we're going to play political football with your winkie-cannon until the dust settles."
That's why its only really a theory. There will always be politics involved with the Olympic Games. Perhaps even all the scrutiny will do China some good in making reforms and good decisions about Tibet and the world. Or it may induce them to learn how to hide things better or to alter their sense of timing. We'll just have to watch and see.
Hey, Curling as all the makings of a good sport. You throw heavy rocks on a sheet of ice and often try to bang them into each other. It's just that they're not throwing rocks at the people that makes most people not like it. Well, and that it kind of requires a climate or sufficient air conditioning to make ice.
I dunno. I thought it would be a great sport for introducing singles to each other. Knowing that the guy can handle a broom before the relationship starts might make for a much better relationship in the end.
But I can understand where it wouldn't fall into the definition of sports as Americans think of them. I've lived close to Canada for all my life, so I suppose I'm not the world's most unbiased source about whether curling counts or not.
The flag as bandana, in violation of Federal regulations pertaining to proper use and treatment of the flag and all flag images, really completes that picture for me.
