Well, the last line of this (she finally made clear to the hospital that the state wouldn't be paying the bill, and they cancelled it) suggests this was incompetence, not malice.

The system isn't supposed to work that way; but the Texas Lege hasn't improved a whit since Molly Ivins first met it, and they bungled the job, in an effort to do things on the cheap.
