...I'm trying to figure out where it's losing energy, but because it's an animation I suspect it may be misleading. I don't think you could reach that relative height with the energy the ball has at the end of its journey when it's supposed to launch the next one.

Just remember, any time it stops on it's own, it's at 0 kinetic energy + the height in potential, nothing more.
