I was being snarky, but seriously, why wouldn't you count those 2?

Mulder was the token, not Scully. She represented Logic, Science, and Thought, while he represented damnedfool Luck. And the comment wasn't "3 women in positions of absolute authority." It was "3 women", which has the value of, y'know, WRONG.
