Only if anything involves scuba diving. All his rig is missing is a tank, but it's just wearing a BCD, mask, regulator, and flippers. I'm not sure why you'd put a thousand dollars in dive gear on a horse, but whatever.
No regs... that is just the power inflator and --I think-- a snorkel hanging off the mask. My money is on the fact that this is a rental BCD. The shop's not going to happy about that...
