It's establishment of precedent. If you're allowed to sue governments that torture you, then you're allowed to sue the *US* government for torturing you.
Voluntary repayments to the Iraqis are fine - those are not legally enforcable. Allowing the vets to collect in American court from Iraq allows the Iraqis and Brits and Americans and Syrians and all the rest to collect in American court from the USA.
