It's a reference to the Least Shitty Batman Movie Ever (which is still, upon rewatching, REALLY fucking terrible) wherein Jack Nicholson started killing Faceless Peons with his terrible and deadly Smilex Gas, which made you smile.
Ah. I haven't seen that movie since, um, really long time ago. (I remember liking it at the time.) I believe that the Joker's smiling-killing gas is more commonly (in cartoons & comics) referred to as "Joker Gas." ('cause, ya know, if I was going to make an evil gas that made people smile and killed them, I'd totally name it after myself, not give it some lame generic name like "Smilex.")
