PDF-Xchange Viewer does fillable forms, freestyle notations, etc. Does have bloatware in the installer you need [to tell your clients to] watch for and uncheck and has some branding in the toolbar (Ask.com's search [searches the document] and a small ad space). Some Pro features can be used if a watermark is added to the corners of the document (I found this useful for adding bookmarks to a document I referred to and didn't care how it looked).
The plugin plays nice with Firefox after initial configuration to override / disable / whatever the built-in viewer.
Occasionally I will hit a very "fancy" pdf (one that plays audio, or something) and have to fire up Adobe Reader.
I've been out of the game but while I was working we recommended this to our users and used it ourselves. I can't vouch for the current install package since I set it up a while ago.
