Ok so we all know that the answer to “Where did Captain America learn to steal a car?” is “Nazi Germany” but I think the more pressing question here is when the fuck did this complete maniac get a driver’s license

The army would've trained him on basic vehicle use, right? Does/did military training carry over for civilian use?

Probably not. The Army in the 40s was apparently pretty heavy on assuming that you knew how to drive; there are period cartoons showing someone surprised to find a Jeep that was destroyed in combat rather than by its driver. And Steve was there as a showpiece, a PR stunt.
