Well it isn't about rapid response as such. It's about armor. Usually these would be loaded into the back of a truck, and transported rapidly to the TOC (Tactical Operations Centre - the place where SWAT/Tactical plan out their actions in the CP).
Then you can do things like use it as a shield from rifle fire while you get into position, or even to punch a hole in a wall for entry without using charges.
But in this case, it still sounds like it was pure LCF.

LCF is generally used to derisively refer to stupid firearm modifications, which are unneccessary and purely for show. Visible laser sights (instead of IR), RAS/RIS systems which are left bare, and a number of others fit into this category.

Hey, the new Sheriff seems pretty bright. "We don't need two. Hell, we don't need ONE. I don't understand why we have these things. Should I ever need an APC, I know who to call, and they can use it without it taking up county money in the mean time."

Yeah. They'd be better off with a helicopter, really. Remote area, it would allow rapid response and rescue. Meh. Now that they've got the APCs, a regional tactical team doesn't seem like a bad idea. But most people never seem to think they need them until something bad happens - and the nearest team equipped to deal with it is a 10 hour drive away.
