Can anyone read Latvian and tell me what that last line means?

At a guess, "Welcome Peace Duke!". "Mir" is peace in Russian, and "hercog" seems similar to the Swedish "hertig", which is Duke. "Sveicinats" seems to be used as a greeting for several Latvian pages.

Or you could ask awahlbom or jophan, both which have studied linguistics and language extensively.

"Herzog" is German for "Duke", which is what I was thinking.

Yes, as kjn said. It says what the big type says, for the most part.

Though it would be more accurately translated as "You are welcomed, Peace Duke", since just "Sveiki" tends to be "Hello/Welcome".

The actual relevance is that "peace duke" = pizduk.
