Saddly, as I was just informed by snopes, this is likely a fake. This pictures appears on the net with two seperate (confirmed) fonts for the text and there's another one with the same picture but a different name (an attorney or something).
End result is that this is probably a real picture with an innacurate caption. So what we've got is a guy not named Peter Griffin who looks just like the character (he really does). I suppose if nobody looked like that it wouldn't be funny.
