Robert Kenneth Hammond, now 59, was 18 when he shot Omaha, Neb., cab driver William R. Edwards to death on a lonely rural road in Pottawattamie County.
Hammond said he killed Edwards because he reminded him of a stepfather he hated. When parole officials reminded him Thursday that he hadn't tried to kill his stepfather, he replied, "No, but I should have, though."
The board voted 5-0 to recommend against granting freedom to Hammond.
