Possibly glycerine or glycerol (I forget which one is used to blow the really huge bubbles, but that's the one I mean). I don't think water on its own has enough cohesion to sit in a chain link fence like that.

Depends on what the 'chain link fence' actually is. It actually looks like some sort of plastic weave - like the stuff that oranges are bagged in. This would make the holes about the size of a pencil. Water could hold in those places.

But I also vote for the glycerol.

I don't think it's a chain-link fence. It looks like simple mesh to me, like a hair net.
