They're talking about adjusting phase velocities to create the illusion that parts of the pulse are "FTL", but that's not the point. Repeatable, with off-the-shelf stuff.

Meanwhile, "Freedom scientists" are making laws that deny compensation to workers injured on the job if traces of alcohol or drugs are found in the worker's bloodstream - leaving the decision on *how much* that impacted the accident in the employer's hands, and denying 100% of compensation for *any* employer-decided culpability.
