Oh, give me a fricking break. That water needs to come out, and it needs to come out *now*. Even if it's just to recover all the human corpses. And since it has to come out, it's going into the bay, and yes, that's bad, but it won't be *that* bad. There's just no alternative.
Hell, even if you were to leave it there for the time being, what were you planning to do with that water in the long term? Just leave it there indefinitely? Or put it through a water sanitation plant before dumping it in the ocean, maybe. 5 years from now we'd still be looking at swamps.
