They've supposedly had to call in psychiatrists to try to convince people to evacuate New Orleans. That really shouldn't be necessary.

Psychiatrists don't really help when the attitude is a perfectly rational one. They may be slightly paranoid, but it's not like there's no reason for it.

Actually, I think the biosafety level kind of depends on what strain and/or what you're doing with it. When I was doing HIV research, it was full level 3. The same lab was working with Hanta virus, also level 3, but there are Hanta forms that would have been a level 4. There was a lab working with Smallpox but it was separate from ours and there were no level 4 labs where I was, so I think even for smallpox it depends.
