ObQuibble: minimium wage or prevailing wage? It seems to apply to strictly to federal companies paying for construction and reconstruction in the area, and my impression is that that kind of work is not usually minimum wage.

(This is not to say I, with my economically undereducated POV, think this is a good idea. Merely that he doesn't seem to be lowering the minimum wage in the affected area--which would be impractical, since Louisiana doesn't have one.)

The minimum wage requirement for federal companies is the local wage. It is the minimum that they are allowed to pay, by law.

Bush has slashed that, and hence there is no longer a minimum wage for companies doing reconstruction work.

Ah, gotcha. Thanks for clarifying; the way I read it, it carried implications of being hired for what would've been minimum-wage work in the area and going home with $1.60 an hour for restocking shelves, or something.
