It's insanity. It doesn't really matter, honestly, once martial law is declared ... and it's not like the President can't just federalize the National Guards and countermand the Governors.
*That* one is actually fairly logical. Something that should have been done a few decades ago. Part of the function of modern militaries in civilised countries is to aid in disaster relief. Hell, the primary function, almost, for many of those militaries. Even the US military gets to do disaster relief abroad.
I actually agree with the revocation of Posse Comitatus. There *are* situations where the military (or the reserves, to be specific) are the best choice for dealing with states of immediate anarchy. Katrina's a good example.
