it can't. I suppose you could consider it harrasment, but he never said he felt harrassed and his contact information IS public and he DID respond to them every time, rather than letting it drop.

It was "Baltimore tunnels closed due to credible terror alert" when I linked it.

My headline was, I thought, more descriptive of the ACTUAL reason for closure than "credible terror alert".
