No they didn't. That's simply a majority stating that they would prefer if people didn't engage in sex before marraige. The rest of the stats make it clear that of those 63%, most of them acknowledge that while it's a nice idea, it isn't reality and we should be teaching kids how not to get pregnant and/or diseased.
