I interpreted it as halloween costumes making fun of the Klan -- Faces! Visible! Surely the real thing is those bedsheets with eyeholes you always see on TV?
The flaps with eyeholes fold up. Those hats do not appear to have them.
The only thing that makes me slightly unsure that these are halloween costumes is the giant Confederate flag. That's not something they can easily claim to be part of their costume.

Not to mention the quality of the fabric and the details of their costumes, like the patches sewn on the guy's chest and arm...That would be a lot of detail for a Hallowe'en costume.
The patches on the chests are part of the uniform, available in any file photo. Ditto the arm patch. As for the quality, if *I* were going to make that costume, I'd start with my lab coat (same quality) and look for something matching to make the hat.
I have seen a few hoods on TV that don't have the masks on it at all. They are the ones who are so proud of their purpose that they don't hide behind a mask. Perhaps in answer to all those 'If you are so proud, why are you hiding?' rants.
I just have a hard time believin' anyone would dress up in such a costume for 'fun'. Too much hate goes along with it for someone else to get upset over it. The room looks like a motel room but I can't tell...
