Doesn't surprise me... back when I was in high school, the school actually caught on fire during final exams. The teachers wouldn't let us leave because we were in the middle of the test and the fire "wasn't threatening our part of the building yet".

Last week, someone set a fire in the Schiphol jail, where they keep suspected drugs smugglers and illegal aliens waiting for repatriation. 13 people died of CO poisoning (including several of those illegal aliens, who are *not* criminals, or even suspected), because the staff disconnected the fire alarms because they kept going off and they did not evacuate the building at all.

Magically, some half a day after the event, the minister for Justice managed to say in cold blood, among other things, that her people responded adequately (waiting for, you know, actual information, was apparently beyond her) and she also stated that it was not nice to point the finger at those guards, since they were very traumatised by the fact they heard people banging on doors, begging to be let out, until they died.

HELLO! D'you think the people on the other side of the doors might be worse off, maybe? Bitch.

Incidentally, I don't know about the US, but in .nl, if a school can't provide space for the exam (for example because of a fire), it's the students that get penalised. They can retake the exam in the second round, but that implies no graduation ceremony, plus no opportunity to retake the subject if they happen to fail it.

IN gradeschool, it was never an issue, but at the U of Hawaii (where i went to school), there was a simpel policy, if there was any reason the lcass needed to evacuate, all teachers were responsible for setting up an alternate test site, that the students coudl get to. this was because there were an endless amount of anonymous bomb threats durign exam time.
