They can pass it as many times as they want, the Supremes have already ruled that Congress can go fuck themselves on this issue, and that the Judiciary is its own branch and can hear whatever it damn well pleases, especially when the law in question blatantly violates the Constitution.
Unfortunately, that isn't true. The Supreme Court held that claims could be heard through the habeas corpus statute. All Congress has to do is limit the statute. It's not at all clear that would be unconstitutional.
