Two stories about mising the point.

It's not for traffic news.
It's not for stray dogs.
It's not for blocked toilets or flooding basements.
It's not for no-injury automobile accidents.
It's not for reporting that your power is out.
It's not for seeing if your phone line works.
These people all need to be killed.
Also,
The Chiang Mai Night Safari Zoo will have its official opening on New Year's Day, and the "Exotic Buffet" marking the event will include tiger, lion, elephant and giraffe

"OH MY LORD! Its coming down soooo hard!" Tied up the phone lines
ALSO
almost EVERYONE was driving around with their Hazzard lights blinking... like no one else on the road knew there was rain coming down.
"OH! better watch out! there is RAIN outside!"
Pretty much 50% of the GTA had a 6 hour long brain fart and couldn't function with common sense... sigh... lol

They had a huge PR campaign to inform people about the new service, and it has, as far as I can tell, been a resounding success. The city won some good governance award for it, and I believe it has cut down on the stupid 911 calls significantly.
