Ontario people not quite clear on the concept of the 911 *EMERGENCY* number.

It's not for traffic news.
It's not for stray dogs.
It's not for blocked toilets or flooding basements.
It's not for no-injury automobile accidents.
It's not for reporting that your power is out.
It's not for seeing if your phone line works.

These people all need to be killed.

Also,
The Chiang Mai Night Safari Zoo will have its official opening on New Year's Day, and the "Exotic Buffet" marking the event will include tiger, lion, elephant and giraffe

same thing happened over the summer in Toronto when we had a huge downpour... everyone was calling 911 saying something along the lines of
"OH MY LORD! Its coming down soooo hard!" Tied up the phone lines

ALSO
almost EVERYONE was driving around with their Hazzard lights blinking... like no one else on the road knew there was rain coming down.
"OH! better watch out! there is RAIN outside!"

Pretty much 50% of the GTA had a 6 hour long brain fart and couldn't function with common sense... sigh... lol

I swear, the people in TO have no idea how to drive with *any* form of less-than-perfect weather. It's not good at the best of times, but one drop of rain and the 401 might as well be a parking lot, at rush hour. So glad I don't have to deal with that on a regular basis.

Funny thing is, i neede to report an attempted breakin to my car. SO i looked up the police department, i took a wild guess that i woudl need to call the number that was labeled "criminal investigations." I called it and they told me to call "911." I was like.. "um.. but this is not an emergency." Apparently... at least here 911 is used for any time you want a patrol car for whatever reason...

The proposed "solutions" for addressing the problem are just as stupid: fines for repeated false calls or "nominal fees" are not going to stop people who are stupid, rather than malicious. And the majority of people causing a problem are of the former variety, if Ontario's population is anything like those of American cities. People call 911 for non-emergency services because they don't know where to direct their calls otherwise.

Chicago addressed this problem a few years back by instituting a "311" call center for non-emerency city services. They had a huge PR campaign to inform people about the new service, and it has, as far as I can tell, been a resounding success. The city won some good governance award for it, and I believe it has cut down on the stupid 911 calls significantly.

People are clueless. I work for an electric/water utility and you wouldn't believe what people call and want us to fix.

We have a direct line to Police/Fire and they often get outage calls before we do.
