Um, it was funded by the US, under Regan. This is a known fact. The only part of the conspiracy is if the people funding it knew what it would be ultimatly used for.

I'm not referring to 9/11, I'm referring to the upcoming one that they'll deliberately fund in order to whip the public into a panic and use that to stay in power.

I mean, it's either that, or rig the voting machines, and the public's beginning to catch on to the rigged machines.

See, I think the plan was to use the patriot act to secure falsified evidence on several key democratic leaders, and have them charged and convicted just before the election.
