It's photoshopped, I believe. The signs on the ground say "Free Bryan Epis" - googling that name leads to a wrongful prosecution case. (http://safeaccessnow.org/article.php?id=2947) The two purple signs - "4 more wars" and Bush kissing the Saudi prince - are jarringly brighter than the rest of the image, looking pasted in, and the writing on the sign is extremely regular for a sign that's being held the way that is.
So I don't think this was ever a real sign outside the Chimplantation.
