I wouldn't be surprised if I had a higher clearance level than people on the oversight committee. There are clearance levels that only apply to people who directly support the president(the domestic spying problem might apply, I suppose) too.
At the same time, perhaps you've heard of the *legal requirements* to notify Congress in these matters, because civilian oversight and the rule of law are considered more important than literally anything you might accomplish without them?
This is just like the wiretaps. The laws are already incredibly generous - tap now, ask for a warrant any time in the next three days if what you're hearing is good - and the only reason to NOT ask for a warrant is if you know you can't justify it to a partisan judge who already agrees with you in principle. The congressional notification laws are the same way - the ONLY reason to hide something from them is if it's so offensive and unconscionable that your own partisans will hang you for it.
