The United Arab Emirates was one of only three countries in the world to officially recognize the Taliban as the legitimate government of Afghanistan. (the others were Pakistan, and Saudi Arabia, other US allies in the War On Terror).
According to the FBI, money for 9/11 hijackers was transferred through UAE banks.
The UAE has been a key transfer point of shipments of nuclear components to Iran, North Korea, and Lybia, and the Treasury Department reported in late 2001 that the UAE was not cooperating in efforts to track Osama Bin Laden's money.
The Bush Administration is handing control of seaports in New York, New Jersey, Philadelphia, Miami, Baltimore and New Orleans to the United Arab Emirates.

And for what it's worth, that Bush has to threaten to veto means that even the congressional Republicans are tilting heads and asking, "dude, what the fuck?" Which is a relief. Really, this is just lunacy. I can't understand it at all. Security's bad enough as is.
And any comments about this get met with "we have contingencies and safeguards, but they're SOOPER SEKRIT and we can't tell you."
