THEORETICALLY, it suggests that a large amount of unexpected money is being moved around. If someone comes upon many thousands of $$$$, there might be criminal interests about.

It's more or less the same reason that movements of LARGE amounts of paper cash are prohibited between nations (and this was the case before 9/11).

But, as with everything security-related, it's gotten way out of hand....

Well, putting your affairs in order is one of the warning signs that you may be thinking of killing yourself.

So perhaps it's a way to screen for suicide bombers.
