Uhm.

Population of over a million, check.

Assuming that a police force is responsible to the government, a fair argument to be made for the police forces of the government not being able to enforce the rule of law, due to lack of police forces which are doing so.

Intermittent to non-existent power and water, check.

Cannot speak to the economy, but am guessing robust does not describe it.

Normally I'd guess it was damaged too badly, but I suspect that it may still be a functioning actor in the greater international system.
