If trained military personnel with protective equipment and drugs (there are issued pills to fight the effects of nerve agents, to be taken before exposure. Not to mention atropine and anti-convulsion auto-injectors) are pretty much screwed in a chemical attack, what chance will civvies have with something like this?

The drill for getting your gas mask out of it's bag and onto your face with a good seal is 9 seconds. That's a NATO standard. 9 seconds of even /skin/ exposure (never mind inhalation) to many types of modern nerve agents is 8.5 seconds too long. The drills are in place, just in case you're incredibly lucky.
