It looks like a riff on the classic PB Shelly poem.

Not quite a riff. Smith and Shelley were friends - in 1818, they had a competition amongst themselves to write and publish a sonnet about Ozymandias.

Shelley, history shows, won.

Also, for some reason I always think of Lovecraft when I read Ozymandias (either one). Was there an HPL story that featured ole Ozzy?

Ozymandias IS very Lovecraft, isn't it? They've the same theme- that no matter what you do, you don't matter in the long run. You're an insignificant speck about which the universe cares not a whit.

The name is certainly stylistically fitting - and the theme is very much Lovecraft, but I don't think he ever actually wrote one.
