"Just in case". They're building these things "just in case" they need to imprison hundreds of thousands of Americans.

Now, now. They're putting the contract in place so Halliburton will build it just in case they need a place to put hundreds of thousands of people. They haven't, insofar as anything says, started building them yet. They just want to be prepared for when/if they do, so when the only company that put in a bid to do the work was the one that got slammed for unsubstantiated billing of course they put a contract in place...
