I saw this yesterday, and immediately realized that th4e Senate doesn't get it (well, I already knew this, but it was once again brought to the fore). A new agency would still have a crony handed the job as a favor running it. Of course, we'll neglect to notice that FEMA was pretty much fucked all the way around when it got rolled in to the Homeland Insecurity Blanket.
