There are a couple of things that make it read like a joke or a parody. On the other hand, there are such things as secret "movable feasts" in San Francisco and Seattle, and indubitably in other cities as well, and the habit of the very very rich of doing things mainly to impress one another is hardly uncommon.
IOW, if this story is made up (and I wouldn't be surprised if it was), it's got a few truthful elements. Which of course help to make it more convincing.
I'm pretty sure I've seen a CSI episode with weird-and-possibly-endangered-species-banquets. Possibly those were just weird, though, and not outright illegal, or they could have just arrested everyone easily instead of having to figure out if they actually killed anyone first.
