That's sad. They could easily sell those in places where they'd be used responsibly, and use the proceeds to help people in those countries.

I get the feeling that having two zillion guns sitting around, being stored, being sold, and being shipped is considered to NOT be the best way to keep them out of the hands of those who you don't want to have them, in Cambodia.
