Germans are *weird*. Especially Muncheners. You really only have to turn on the German TV once during Karnaval or Oktoberfest seasons once to find that out.
Most of the text is unintelligible, apart from the frequent repeats of Moskau and "ist der teufel los" (the devil is loose), which appears to refer to Mr Khan. I rather suspect that this video is from the 80s, mixing general german weirdness with the weirdness that was inherent in the day.
