Cat. Pretty big one, too, since it looks like it's housecat sized AND the proportions look like a kitten.
I think it's a lion cub. Hard to tell for sure, though.

It also looks like it's surprised by its own tail. I don't imagine that happens to full-grown otters too often, but kitties get that all the time.
