East St. Louis is in Illinois and is not part of the City of St. Louis. The only similarity is in the name.

Life is strange

In this area, it's stranger than usual. It is nearby and technically in the St. Louis Metro Area, but it's as if one confused Gladstone Park with the City of London. I know that's a bad analogy, since there's no name confusion, but that's the only way I can think of to explain it.
