Saw this a couple days ago, and then again on the Daily Show last night.

He fails at Star Trek.

Clearly the country is being run by Ferengi, not Klingons, faux or otherwise.

Given that he apparently believed they called themselves Vulcans-like-Star-Trek, and that he said they were really Klingons but they were fake Klingons not like *the real ones on tv*?

Its not even remotely apparent that he believes they are named after Star Trek Vulcans. At best it's conclusive that he's done a cross comparison using an extremely geeky set of terms that have brought him international humilitaion. It is equally likely that he knew exactly where the name came from and was trying to be clever. Making fun of people on the basis of synonyms isn't exactly unheard of.

I'm going to go check up on my Roman mythology. (I'm going to do this because the explanation identifies Vulcan as a God of War, and while my gut reaction is to complain this is inaccurate, I want to check first.)
