This is standard practice. Though why someone from Iraq would want to seek asylum in America is beyond me.

In this specific case, because associating with Americans nearly got her killed, one half of the civil war thinks of her specifically as a target, and it's an American desperately trying to file the paperwork to get her out.

That, and I suspect from what else they've said that it's actually rather hard to get the paperwork started with anyone else, due to lack of proximity.

See, the "nearly getting killed" part counts in my book as a good reason to avoid Americans for the rest of her natural life. But I can see the point that this particular American is the only person outside Iraq (and possibly in the world)who cares whether she lives or dies. That's a pretty good reason, actually.
